Persons who are to preside over union bench or union court

1. (1)The union bench and the union court shall be presided over by the president of the union board, if he is a member of the bench or court.
2. (2)If the president of the union board is absent from a sitting of the union bench or court, or if he is not a member of the bench or court, the bench or court, as the case may be, shall elect its own president.
3. (3)In case of difference of opinion among the members of the bench or court the decision or order of the bench or court shall follow the opinion of the majority of the members present and voting.
4. (4)In case of an equality of votes, the person presiding over the bench or court shall have a second or casting vote.
