Deputy Commissioner when to discharge the duties of a guardian or a manager.—If no such guardian or manager is appointed by the Court of Wards the Deputy Commissioner of the district, specified in the notification under section 9 or any other Deputy Commissioner whom the Court of Wards may appoint in that behalf, shall be competent to do anything that might be lawfully done by a guardian of the person or a manager of the property appointed under this chapter.
