- (2)ANJYIY~I Ponchnjor shall refuse to summon a wirncss orto cnrarce a summons already issucd againsl a wiuless. wherc, in [he opinion of rhc Njbtdvtr Pu~iclra~a~, [he attcndanuc of tlic witncss cnnnoi bc procured withoul an amount of delay, cxpensc or inconvcnicncc which, undcr [he circums~nnacs of ~hc case, would be unreasonable.
