Laying of rules and regulations before Parliament.

Every rule and every regulation made under this Act shall be laid, as soon as may be after it is made, before each House of Parliament, while it is in session, for a total period of thirty days which may be comprised in one session or in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making any modification in the rule or regulation or both Houses agree that the rule or regulation should not be made, the rule or regulation shall thereafter have effect only in such modified form or be of no effect, as the case may be; so, however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule or regulation.

Practical examples

1The Central Government makes a new rule about staff working hours on October 1, 2026. They must submit this rule to the Lok Sabha and Rajya Sabha as soon as Parliament is in session. Parliament decides they do not like the rule and cancels it after twenty days. However, the wages paid to staff during those twenty days based on that rule are still legally valid.

2The Institute creates a new regulation for student admission fees on March 5, 2027. This regulation is placed before both Houses of Parliament. Parliament reviews it for ten days in the spring and twenty days in the summer, eventually agreeing to lower the fees. The regulation then continues permanently with the new lower fee amount.
