(1)Thc *[State] Govelnrnent may make rules, consistent with this Act, regulating any rnatter in regard to which any power is, by this Act, conferred upon the ,'[State] Government, or upon any officer of the SIGovement]and generally to carry out the purposes of this Act.
(2)Withoutprejudicetothegener&tyoftl~epowmconferred by subsection (l), rules made under this Act may provide for the levy of a rate imposed upon land in consideration of its protection from sand or flood. (3) all rules made under sub-section
