The Manipur Panchayati Raj (Third Amendment) Act, 1998 modifies the legal process for removing elected leaders of Zilla Parishads in Manipur. It amends Section 57 of the Manipur Panchayati Raj Act, 1994, which governs no-confidence motions against the Adhyaksha (President) and Up-Adhyaksha (Vice-President) of Zilla Parishads. The amendment lowers the threshold required to initiate a no-confidence motion from one-half to one-third of the total members. It also removes the initial two-year immunity period that previously shielded these leaders from facing no-confidence motions. For ordinary citizens, this Act strengthens democratic accountability by allowing elected representatives to challenge non-performing district Panchayati Raj heads earlier and more easily.
