Srtbstittrfio~t of ncv secfio~is for secrioru 1 1 and 1 2. -For Sections 11 and 12 of the principal Act, thc following shall be substituted, namely :- " 1 1 . Duly oJ Commission to make ~ecummendaiions, -It shall be thc duty of the Commission to recommend to the concerned Director/ Commissioner, a tist of candidates sefecred by it for appointmcnts to fill the vacancies communicatcd to it under Section 9."
