(1)No person who has more than one spouse living shall be eligible for direct recruitment to the Service: Provided that the state Government may, if satisfied that there are special grounds for doing so exempt any person from the operation of this sub-rules.
(2)No person shall be eligible for direct recruitment to the service, unless he has passed a test in Oriya equivalent to the Middle English standard.
