Filling up of casual vacancies If a casual vacancy occurs in the office of any member, either by reason of his death, resignation, removal or otherwise, such vacancy shall be filled up by the State Government by nomination or appointment, as the case may be, and such member shall hold office only for the remainder of the term for which the person in whose place he was nominated or appointed:
