Amendment of section 621. 469. In the principal Act, in section 621, in sub-section (1), for the words "No court shall take cognizance of any offence punishable under this Act or any rule or any bye-law made there under", the words "No court shall take cognizance of any offence punishable under this Act or any rule or any bye-law made thereunder, except on the complaint of, or upon information received from, the Municipal Corporation or any officer authorized by it in this behalf" shall be substituted.
