Section Statement of Objects and Reasons of Uttarakhand Jan Vishwas (Amendment of Provisions) Act, 2026 — Statement of Objects and Reasons

The proposed Act seeks to decriminalize minor offences under identified State Acts by substituting criminal sanctions (especially imprisonment) with monetary fines and administrative remedies. This reform aligns with Central Government policies and the Jan Vishwas framework adopted at national level, which is to promote Ease of Doing Business, reduce judicial burden, encourage investment, and rationalise compliance mechanisms.

2- To ensure decriminalization and rationalization of penalties by amending certain Acts, to further strengthen trust-based governance and promote ease of living and doing business.

3- The proposed Bill is the replacing Bill of the Uttarakhand Jan Vishwas (Amendment of Provision) Ordinance, 2025 and fulfills the above said objectives.
