6. In section 19 of the principal Act, in sub-section (1) for clause (f), the following clause shall be substituted, namely :- "(f) the Secretary to the Uttar Pradesh Government in the Divyangjan Shasaktikaran Vibhag or his nominee not below the rank of Joint Secretary."
