5. In section 18 of the principal Act, in sub-section (1) for clause (d), the following clause shall be substituted, namely :- "(d) the Secretary to the Uttar Pradesh Government in the Divyangjan Shasaktikaran Vibhag or his nominee not below the rank of Special Secretary."
