5PreviousSection 5 If any electoral body referred to in section 4 does not, in the case of a casual vacancy referred to in section 9 within three months and in any other case by such date as may be prescribed, elect a qualified person to be a member of the Council, the [State Government]1 shall nominate a member, and the person so nominated shall be deemed to be a member of the Council as if duly elected by such body.7NextSection 7 The Council may permit any member to be absent from meting of the Council for a period not exceeding six months.
