11. The University shall be open to all persons irrespective of class, caste, creed or gender: Provided that nothing in this section shall be deemed to prevent the university from making special provisions for admission to permanent resident of Uttarakhand: Provide further that nothing in this section shall be deemed to require the University to admit in any course a larger number of students than the students determined by the University Grants Commission and other concerned Statutory/Regulatory body.
