Section 21 of The JAMMU AND KASHMIR HERITAGE CONSERVATION AND PRESERVATION ACT, 2010

If any difficulty arises in giving effect to the provisions of this Act, the Government may, by order, do anything which appears to it to be necessary for the purpose of removing the difficulty : Provided that no such order shall be made after the expiry of two years from the date of commencement of this Act.
