Section 4 of The Goa Panchayat Raj Act, 1994

Gram Sabha.

As from the date appointed under section 3, all persons whose names are for the time being entered as electors in the electoral roll for a Panchayat shall

be deemed to constitute the Gram Sabha for that Panchayat.
