Section 39 of The City of Panaji Corporation Act, 2002

If any casual vacancy occurs in the office of a member of the Standing Committee, the Corporation shall, as soon as may be after the occurrence of such vacancy, elect one of its member to fill the vacancy and every Councillor so elected shall continue in office for the unexpired term of his predecessor.
